Locum emergency doctors are being offered three times their average pay to cover shifts at Daisy Hill's Emergency Department.
It's emerged some consultants were offered £1,500 a shift to stay at a nearby hotel and be on call.
The Newry hospital's Emergency Department is at risk of cut opening hours in the long term.
The Southern Trust says it's because they're struggling to recruit top permanent staff there.
The department which requires a minimum of ten emergency doctors is currently run by two staff doctors and locums.
An activist for the hospital has said the Trust and Health Department are trying to undo years of poor management in a short space of time.
