Residents were evacuated after the suspicious object was discovered at the address in Portadown on Monday afternoon but have since been allowed to return to their homes.
It was the second security alert in the area in as many months.
Democratic Unionist Party councillor Darryn Causby said: "This device was found at a time when parents were on their way to and from the school to pick up their children.
"We have parents who now have no access to their homes to pick up supplies that they need for their children."
Detective Sergeant Dave Stewart said that the device was viable.
“A number of residents who were evacuated from their homes, have now returned and we would like to thank those affected by this alert for their patience,” he added.
