The Prime Minister says the Government is taking a bill forward on a budget for Northern Ireland reluctantly.
She says the bill should not be seen as an indication of direct rule.
The legislation will be put before Westminster on Monday.
It's after the DUP and Sinn Fein failed to reach agreement on getting a Stormont administration up and running again.
